## Core Duties and Responsibilities by Position
Team Leader
Submits timely reports to the Commitment Making Officer (Pejabat Pembuat Komitmen* / PPK) to facilitate swift decision-making regarding site restoration, minor preliminary works, and detailed engineering adjustments.
* Coordinates all experts and support staff regularly, inspects field operations, and provides written clarifications to construction contractors regarding contract specifications.
* Conducts public outreach and community accompaniment during the PKE implementation phases in Lumut Nauli Village.
* Ensures contractors thoroughly understand the Construction Contract Documents, adhere to blueprints and specifications, and apply appropriate construction methodologies.
* Reviews all shop drawings, structural calculations, and quantities submitted by contractors prior to execution.
* Conducts routine inspections, monitors daily progress schedules, and reports discrepancies or potential delays to the PPK along with recommended corrective actions.
* Verifies work measurements, guarantees quality and volume compliance, and evaluates monthly payment requests.
* Oversees the compilation of as-built drawings prior to provisional handover and manages all project design archives, correspondence, and progress reports.
Drinking Water and Sanitation Expert
* Applies construction service regulations, safety protocols (K3), environmental controls, and quality standards while reporting directly to the Team Leader.
* Facilitates community socialization and engagement for the sanitation and water infrastructure programs.
* Plans, executes, and documents commissioning trials for pipeline networks and sanitation facilities.
* Inspects sanitation and water supply sites, ensures contractor compliance with technical documents, and evaluates material submittals.
* Monitors daily work progress, assesses milestone achievements, and issues formal recommendations for accepting or rejecting contractor outputs.
* Maintains comprehensive documentation, archives design drawings, and provides progress updates to the PPK upon request.
Road and Building Structure Engineering Expert
* Supervises structural construction activities, ensuring full compliance with engineering standards, safety regulations, and environmental controls.
* Facilitates community outreach regarding structural and roadway development under the poverty alleviation initiative.
* Conducts commissioning procedures for structural elements and prepares formal testing reports.

HSE / Construction Safety Expert
* Oversees compliance with construction safety requirements to promote orderly execution within the industry.
Monitors the implementation of the Construction Safety Management System (Sistem Manajemen Keselamatan Konstruksi* / SMKK) and updates related documents.
* Collaborates with contractor HSE personnel to map workplace hazards, assess impact severity and probability, and formulate preventive and corrective safety programs.
* Monitors environmental management and impact mitigation measures throughout project development.
* Oversees traffic management and safety protocols around the project zone.
* Maintains occupational health and safety documentation, formulates standard operating procedures, and investigates workplace incidents to prevent recurrence.
Inspectors / Supervisors (Building Structure & Pipeline)
* Evaluates work readiness, inventories supervision equipment, and conducts regular site visits.
* Inspects material mock-ups submitted by contractors for structural, water, and sanitation installations.
Analyzes daily progress (opname*) and assists in compiling closure documentation for supervisory processes.
* Identifies safety hazards, ensures worker adherence to safety guidelines, logs daily findings, and reports discrepancies immediately to the Team Leader or experts.
* Investigates safety incidents and implements preventive measures in coordination with the HSE team.
Secretary
* Manages, organizes, and archives official correspondence, reports, and team study documents.
* Prepares administrative data and supporting materials required by experts and the Team Leader.
* Coordinates schedules, meeting agendas, and room preparations while managing the distribution of critical documents and communications.
* Facilitates external communication channels and public grievance handling when necessary.
Administrator
Records, maintains, and archives core project documents including contracts, shop drawings, meeting minutes, and handover records (Berita Acara Serah Terima* / BAST).

Drafter
